Bear says goodbye to the viewer and encourages them to show their appreciation for the people they care about. Several of these characters appeared in a music video for the We Are Family Foundation. Bear also appeared as a celebrity in the 2002 revival of The Hollywood Squares; he notably appeared in Whoopi Goldberg's final episode. Tutter (born Tutter T. Tutter) is a blue mouse, who lives in the Big Blue House with Bear.

At the beginning of each episode, Bear welcomes viewers to his house and tells them that he thinks they smell good. After talking with one or more of the characters, he introduces the show theme, or "Word of the Day" and sometimes sings a song about it. This segment, in the first three seasons, is often followed by one in which real kids discuss the topic of the day. Afterwards, Bear usually explores the house or valley, talking with the kids and aiding/assisting them as necessary. He will also sometimes stop to find Shadow, who shares a story related to the theme of the day.

Tutter gives Bear another update before his nap, but still remains a little unsure about school, so Bear agrees to stay a little longer. 117 episodes were produced including two 2-parters and an unaired pilot. Home video offerings began on VHS in 1998, with the first DVDs being released in 2000.

Bear then tells Treelo "Your birthday or not, you can still have fun." Each episode opens with the welcome song, Bear detecting a scent in the viewers (which he likens to a pleasant smell) and appearance of the characters. Each show focuses on a theme (ex; "sleep", "doctors", "Thanksgiving") which folds into a lesson at the end. The character "Shadow" narrates a segment with shadow puppets in each episode. Most of the segments are in song, while some are simply a short story relating to the episode's theme. At the end of the program, Bear sings the goodbye song with Luna, the moon.

He checks his calendar to see if there's anything special coming up and finds that tomorrow is Teacher Appreciation Day. Bear heads over to Mouse School just before soccer practice to see if Tutter and his classmates know, and finds that they were all just in the middle of talking about how much they like Miss Maxwell. Bear explains what "appreciation" means and inspires the mice to show Miss Maxwell how much they appreciate her the next day. Today is Tutter's birthday, and the friends in the Big Blue House decide to throw him a special surprise birthday party.

At the end of each program, Bear heads to the attic of the house and talks with his friend Luna, the moon, about the day's events. The two sing "The Goodbye Song" and notable scenes from the episode are shown in brief. Sometimes, at the opening of the program, Bear will have a talk with Ray. In the fourth season of the program, Woodland Valley, the community at large, is featured much more heavily. Tutter the mouse is shown attending school, many new characters are introduced and the "Good Morning" song and real-kids segments are no longer featured.

Bear lives in the Big Blue House where he is a caregiver for his friends Ojo, a bear cub; Tutter, a mouse; Treelo, a lemur; otters Pip and Pop; and storyteller Shadow. Those normally include solving problems, sharing, cooperating with each other, and developing social/life skills. Tutter learns that having a birthday means becoming 1 year older. Treelo, though, gets so excited about the birthday that at first, he wants to keep the present for himself. Tutter also has a tendency to worry and fret, another similarity to Boober Fraggle. He sometimes keeps his problems to himself, but generally finds that talking to his friends, or Bear, helps.
